WEST HARTFORD — When Ting Luo opened The Green Teahouse in 2009, she did it at the urging of her brother, who operates a similar type of traditional teahouse in China.
On Wednesday, 15 years later, Luo accepted an award from the U.S. Small Business Administration naming her business — which is now located at the Westfarms mall — as Connecticut’s minority small business of the year. It was a distinction that had her thinking about her brother.
